ISC Publishes London 2012 Olympic Debrief

The official "Debrief from 2012 Olympic Games" reports a marked improvement in the performance of the Irish team over recent Games and a general consensus that the management of performance sport has progressed substantially since 2008.


The Debrief was prepared by UK-based consultants Knight Kavanagh Page on behalf of the Irish Sports Council. It carried out individual debriefs for each of the 15 national governing bodies involved. There was a focus on the performances in London, the impact of plans & preparations on that performance, the interaction of the various agencies involved and the support provided by the governing bodies of the different sports.


The Minister of State for Tourism and Sport Mr Michael Ring TD welcomed the publication of the "Debrief from London 2012 Olympic Games". He commented "This gives us a useful insight into Ireland's preparations for the London Olympic Games, and the final strong performance by Team Ireland. There are useful lessons in here for all of us. I would urge the national governing bodies, the Irish Sports Council and the Olympic Council of Ireland to study the recommendations and see how they might be implemented as we prepare for Rio."


The report contains an executive summary which includes a series of generic recommendations for the overall system. This is followed by individual chapters for each of the fifteen National Governing Bodies of sport which conclude with a set of sport-specific recommendations.

Kieran Mulvey, Chairman of the Irish Sports Council said: "Each post-Olympic review process has set out a pathway for the high performance system to continue to develop. The Council places great emphasis on these reports as they reflect the experiences of the many people involved in the Irish system. The full implementation of the recommendations of successive reports has made a major contribution to the development of the Irish system and indicates that we will ensure full implementation of the recommendations of the London Debriefs."


John Treacy, Chief Executive of the Irish Sports Council, said: "The individual sports are well aware of the key message s within the London Debriefs. Recommendations are already imbedded into the planning system for 2013 and beyond. London was a positive experience for Irish sport but to sustain that position and build on it will require a renewed collaborative effort from everyone involved".


Knight Kavanagh Page carried out the work following an open tender process. It interviewed 122 people across the 15 sports in an intensive data collection process up to December 2012. The OCI was included in the consultation. The report has been approved by the board of the Irish Sports Council and each individual chapter has been agreed with the relevant National Governing Body.

Summary of Themes of Debrief of 2012 Olympic Games

  1. The Debrief states that the overall performance in London by the Irish team was a marked improvement on recent Olympic Games.

  2. There is a broad consensus that the development and management of performance sport has improved substantially in recent years and in particular since the Beijing 2008 Olympic Games This is reflected in:
    - Greater sophistication in planning
    - Increased quality of service support coming from Institute of Sport and SINI
    - Much stronger relationships between the main agencies (i.e. Irish Sports Council, Sport NI, OCI and NGBs)

  3. Pre-Games preparatory work improved substantially. Athletes consistently identified pre-games camp as having a direct impact on performance

  4. The Debrief identifies that there is a lot of change underway. In summary the system is moving away from individual athlete & coach funding. The focus is on Performance Director led systems

  5. There is a much greater emphasis on National Governing Bodies operating their own programmes and taking responsibility for performance

  6. The role of the Irish Sports Council is to oversee the delivery of the programmes and ensure measurable and effective return on investment

  7. There is a greater technical complexity to the preparation for the Rio Games and a resulting requirement for four year plans. The 2013 plans were agreed at a board meeting of the Irish Sports Council meeting on Monday

  8. The Debrief makes numerous generic and sport-specific recommendations. Many of these recommendations are embedded in the approved plans.
