When the Irish Anti-Doping Rules were introduced in 2004 an independent Anti-Doping Disciplinary Process was established with a Panel of Independent Experts appointed to hear cases under the process. A separate group of experts served as panel members to hear Appeals.
In January 2009 the Irish Sport Anti-Doping Disciplinary Panel and Irish Sport Anti-Doping Appeal Panel were merged to form one single Irish Sport Anti-Doping Disciplinary Panel (ISADDP). This panel has the power to hear cases brought under the Irish Anti-Doping Rules 2009.
Since late 2010 (when an amendment to the 2009 rules was made), the ISADDP is comprised of:
- "A Chair and up to nine (9) Vice-Chairs, each of whom is a registered solicitor or barrister not less than ten (10) years qualified or a retired Supreme Court or High Court judge; and
- Up to ten (10) members each of whom is a registered medical practitioner not less than ten (10) years qualified; and
- Up to ten (10) members each of whom is or was a sports administrator or an Athlete."
- The Chair of the Panel appoints three members to hear and determine each case. In the event of an appeal being made, the Chair shall appoint three members of the panel who have had no previous involvement with the case.
